HKTV May Transition to TV Production Company

In a surprise move on October 15, the Hong Kong government announced that Ricky Wong’s (王維基) HKTV, which had invested more than $900 million HKD in television operations since its establishment in early 2012, was not approved for a free television broadcasting license. Its close rivals, Fantastic TV of i-Cable and HK Television Entertainment Company of PCCW however, were granted approval and their services will be able to operate in the television market as early as 2014.

Public outcry ensued after the government rejected HKTV’s license application. HKTV, which has invested in the production of over 10 television dramas since early 2012, once pledged to be TVB’s biggest rival in television entertainment. Their bold statements have accumulated many supporters who were against TVB’s monopoly to join their cause.

On October 16, a day after the announcement, Ricky Wong declared that 320 HKTV employees, mainly from the news and variety programming departments, will be laid off this month. Sources say that 25 employees from HKTV’s news department have already left. However, the 120 staff members of TVB origin, such as scriptwriters and producers, are currently not considered to be part of the layoff list.

Numerous Hong Kong artists have taken to their Weibo, Facebook, and Instagram pages to voice their support for HKTV. Over 470,000 people showed their support for station in a Facebook page entitled “Ten Thousands Unite! Approve HKTV’s [free TV] License!” and demanded the government to explain why HKTV’s bid was rejected. A protest will also be held on Sunday, October 20 at 3 p.m., in which protesters will assemble at Hong Kong’s East Point Road and walk up to Hong Kong’s New Government Headquarters located in Central. The protest will be attended by numerous HKTV staff and artists.

In a forum with The Chinese University of Hong Kong held on October 17, Ricky Wong expressed his contradicting feelings toward HKTV’s license rejection. Though he felt “baffled and heavy” about the decision, he is grateful for the support that the HKTV staff and other supporters have shown him.

Once confident that HKTV’s license would be approved, Ricky Wong admitted that he never had a “Plan B” for the troubled station, but at yesterday’s forum with the Chinese University, Ricky stated that he will consider changing HKTV into a production company for television and film. He will also consider selling HKTV’s dramas and scripts to mainland China or other overseas distributors.

In regards to the shaky future of many HKTV staff members, PCCW’s Now TV, Hong Kong Entertainment Company’s sister station, stated that they will approach former HKTV employees and will amass a recruitment list.

Former TVB artist Frankie Lam (林文龍), who has filmed HKTV dramas Hidden Faces <三面形醫>, Web in the Sky <天網>, and Night Shift, expressed in a recent interview with Now TV that he will continue to collaborate with the station in the future and may attend Sunday’s protest. Al Wei (艾威), who has filmed HKTV dramas Once Upon a Song <童話戀曲201314>, Hakka Women <客家女人>, and Hidden Faces, admitted that TVB executives had approached him recently and will consider returning to TVB. “Where else?” he said.

Zac Kao (高皓正) gave a much more extreme response, exclaimed that he will only return TVB if he is in a desperate situation.

    Look, the company proposal was FARFETCHED! But still the government should have granted the license. I really don’t care if HKTV will be bankrupt in a year or so, let them have license and see if it works out. RTHK (HK government) already has a 24 hr tv channel, let HKTV have one.

Actually, the government may be in trouble now….part of the 3rd party analysis report was just leaked out (this was the report that the Communications Authority went off of when recommending the 3 companies to the Executive Council for licenses and supposedly was the same report that the EC also took into consideration when making their decision). The report clearly indicates that HKTV’s proposal is strong and in several categories, actually edges out NowTV….if this is true (which it most likely is because the Communications Authority actually condemned the EC’s decision as well, citing this exact report as basis), then I’m sure all hell is going to break loose….

      I had actually read yesterday an article that said if Ricky Wong takes this issue to court, his chances of winning are very high (this was based on the opinion of a few high profile lawyers)….now I understand why….

    2. @Larry 3: Ironically, the report from Spectrum Value Partners (the 3rd party company hired by the government to analyze the proposals from the 3 bidders) states that, in the “sustainability and efficiency” category, NowTV’s HKTVE was the company deemed as not being able to sustain in the long run (Ricky’s company was actually ranked 2nd in most of the categories).

      Here’s the quote from the report related to the above: “Increasing its programming efficiency would help enhance its chances of achieving operating breakeven, but the magnitude of increase needs to be quite extreme (from 0.75 to 1.08, which is TVB’s level), and even then, HKTVE (NowTV) is still not able to achieve sustainability in the five-licensee scenario.”

      Compare this to the analysis of Ricky Wong’s company (HKTV/CTI) in the same category: “However, by increasing it’s programming efficiency (from 0.60 to 0.85, equivalent to FT), CTI will be able to achieve operating profits in all the scenarios presented by the end of the projection period. Also, if the average viewership per CTI’S partnership channels increases from 0.15% to 0.26%, CTI will also reach operating breakeven in all of the scenarios tested.”

      1. Wow. I hope you can keep us updated on that info. It’s very hard to find any English articles on the up-to-date news for HKTV outside of Jaynestars.
        This is really turning out to be VERY entertaining, and I hope that didn’t sound too callous. I do feel terrible for the staff that are now out of work because of a vision they believed in.
        It’s also a bit depressing that he had no plan B, but I wonder how much of that was because of people in power telling him he was a shoe-in for the license.
        Very shady stuff.
        At least he is trying to look out for and after the TVB peeps since he knows they won’t realistically be able to go back to their old jobs.

        I hope he does take it to court, it might not change the outcome but it will let us all see what’s going on. If it’s all proper, then we can move on, but if it’s not – then those who schemed need to be held accountable!

      2. @Panzer: I recommend reading the below article from SCMP…it will definitely give you more insight on why so many people are pissed off at the govt’s decision….and to me, this tells me that there is definitely something shady going on with this whole issue. The part that was an eye-opener for me was how little value the government places on the Communication Authority (it’s almost like the CA’s opinions don’t matter…)

      3. Wow that link really says a lot. Super fishy stuff. I hope his judicial review goes through and we can find out what really happened. Otherwise this will just snowball and could create something very annoying for the government in the future.

        It awesome to see all the stars supporting him though. Even the laid off workers don’t regret what they did and that is the sign of a great leader with a good vision.
        I don’t agree with his lack of plan B though lol. That was horrible planning for such a supposedly intelligent guy.

        Seems like he can hopefully roll it into something that works out and would be the ultimate revenge if it ended up being better than the license. Being able to create a series that gets popular overseas despite being in a foreign language would be the ultimate insult to TVB and all the other stations.
        I can see TVB stealing some ideas off those shows like they do to all the other hit foreign shows lol.

Looks like Executive council had stocks in TVB and didn’t want HKTV to be on the market, otherwise why choose the two least creative stations when there is a report thats hows the tv field is in DIRE need of innovative producing companies and talent to revive the deadening industry?   5. This weekend is going to be a very interesting one actually. Of course, we all already know that HKTV will be staging its protest march on Sunday 10/20. Well, the HK Film Workers Guild just announced that they will be joining forces with all 10 of the HK entertainment industry’s main organizations (including the HK Performing Artistes Guild, Directors Guild, Screenwriters Association, etc.) to hold a press conference tomorrow (Saturday) where they will release an official statement in support of HKTV.

    I’m actually very very curious to see who will be present at the press conference, especially in relation to the HKPAG, as that’s the HK entertainment industry’s main labor association that involves all actors/actresses, singers, stage performers, etc. in HK (which of course, includes both TVB and ATV artists)…and the current President of the association is Eric Tsang (we all know what his “ties” are to TVB…).

    There is no harm in letting HKTV have a license, but if they are going to run out of funds at the end, they will have to find an alternative solution as well. The only difference between the current situation and future situation (if given the license) is that they were given a chance in doing what they want to achieve, than not giving them any chances and refusing it promptly.

    But as a viewer from Canada, unless they plan to broadcast it somehow here, there will a really low chance of me seeing their “produced dramas”.

Li Ka Shing’s son Richard Li and the other guy who was granted the license(ex-candidate for executive chief officer) are your typical exploitive businessmen no different from TVB who underinvest and exploit HK labor, ppl, and economy and did nothing different or good for anybody else with their money. Ricky is nothing like them, that is why its sad when anyone even compare him to the likes, speaking before understanding anything he has done, the ppl who don’t support him are the least uninformed and doing HK the biggest disfavor.

      Ricky invested his money back to provide top notch skills and educational classes and schooling for his employees, trained HK youth and motivated them, he uplifted the creative industry with his presence even if he did not ultimately succeed with his station. Whether he was granted the license or not, he gave them what they would never receive anywhere else in HK paid by the employer. Never has TVB done anything like this for its employees. He was willing to share his wealth to make their industry better.

      What does it say to your society and youth growing up that a good man that tries to do everything right gets shot down, and your government awards more power to backhanded politics by slave stations, exploitive billionaires. This issue has always been more than just licenses. HK ppl cannot let a few in power decide everything for them, especially unethical ppl in charge.

    1. Lawyers said the judicial review could hold up the licensing process, as Wong stood a chance of winning.

      It is understood that of the applicants, HKTV was not seen as the weakest in reports commissioned by the then Broadcasting Authority (now the Communications Authority), which have not been fully made public.

        Pretty sure Ricky get rejected related to politics. Ricky should take this to court, hope he won. I am definately looking forward to all his dramas.

  13. He most probably will face problem in distributing majority of HKTV series overseas through local network.

    Granted, their series are more bold and contained scenes that is not suitable to be aired on free tv for conservative HK audience (with that said, the major rating contributors). Needless to say it’s also a no for Mainland China because of the strict censorship.

    That would leave US & Canada cable channels (with very limited market) and Southeast Asia (who are more interested to import Korean series with less censorship issues too).

    HKTV should seriously consider internet tv business model instead.

    1. Ricky Wong target group are mostly not the ratings contributor, but younger demographics exposed/interested to overseas production and no longer impressed with TVB fanfare, usually accessing series through internet.

      1. He made dramas that target not just young ppl but the older audience, like Hakka Women. Otherwise why did he recruit ppl like Felix Wong, Maggie Cheung, Dominique? He filmed a couple of young idol dramas that HK lacked but the police drama and many other genres were a mixture that considered the varying demographics.

      2. He recruited ex-TVB actors because of their popularity among different demographics, but in the end the scripts of the drama is more important. No matter how famous you are, if your content cannot connect with the demographics, you still cannot bring in ratings and the advertising revenue that came with it.

        So, just go ahead and explore internet streaming and prove that HKTV production does indeed several notches higher than TVB as claimed (or rather bashed) – not just in terms of technological (high end latest camera etc) but also the creativity in writing. There’s nothing more to lose than to gain.

  16. If I were RW, I would put his money into a film production/IPTV company (similar to dramafever), and put it online for an ad-based/subscription-based model.

    If he has the cash to open a TV station, he surely can afford to go this route and people would actually pay on a subscription-base or watch ads. If HKTV can be a quarter of what Netflix is, it will be a huge success.

    1. Most likely he will team up with someone i-Cable or nowTV. He is transitioning to a production company. I seriously doubt he will make money on the internet, very little margins with huge piracy issues.

    If Ricky wins his case, does the government have to grant HKTV a license or does the government just repeal their decision and review HKTV’s application again?

Every production he has done can only improve the mentality, well being etc etc of all Hk normal people. According to your forecasts HK people will unite hand in hand to fight on his behalf. How hilarious! Do you know that during afternoon stock trading on 0ct 15 HKTV 1137 rose 30% because people thought he will get a license? Of course it went down just as quickly the next day.   22. The fact of the matter is people don’t care enough about HKTV. They can set up all the petitions and protest pages they want. I seriously doubt the turnout for the actual protest will be high. People have better things to do. In a few months no one is going to care.

    1. @Ric: Let’s see about that…the protest is going on right now (there are technically 2 marches going on — one by HKTV staff and the other by the general public). If you think the turnout won’t be high…well, turn on your television if you’re in HK (though of course, don’t turn it to TVB cuz they probably won’t even cover the protest…LOL) or go on Facebook, Twitter, Weibo, and see what kind of turnout they got….

    In many countries where a single party rule for a long time, you get a self-serving bureaucracy. Look at Eygpt, Japan, Taiwan, and etc.

    Anson Chan were a British civil servant then and many others. Why not object then and complain about the present HK situation.

      Anything happen now in HK, blame it on Beijing.

      Did the HongKongers had democracy and freedom to vote during the British rule.

      Did they select their Governor or was he appointed by London?

      They seems to have a short memory.

      They allowed the British to lead them by their nose and now they are talking and fighting for civil liberties.
